Jean-Marc F. Blanchard

Dr. Jean-Marc F. Blanchard serves as a senior consultant at KWR International, Inc. (KWR), a firm specializing in the delivery of research, communications, consulting and advisory services to public and private sector clients. He also is Assistant Professor of International Relations at San Francisco State University. At SFSU, Dr. Blanchard will be lecturing on the international political economy, globalization, multinational corporations, political risk analysis, and Chinese foreign policy. Dr. Blanchard also has been on the faculty at the University of Pennsylvania, Villanova University, and other universities.

Prior to 1990, Dr. Blanchard worked in various capacities with the Resolution Trust Corporation (RTC) and Federal Savings & Loan Insurance Corporation (FSLIC) in Washington, D.C. At the RTC, Dr. Blanchard was responsible for structuring the disposition of loans and servicing assets, investigating and promoting techniques for increasing asset dispositions, and researching, analyzing, and providing comments on federal asset capital requirements. At the FSLIC, Dr. Blanchard was responsible for the takeover, management, and liquidation of loan assets at 14 savings and loans with assets exceeding $3 billion. He served as lead Marketing Officer for the largest FSLIC-FNMA loan swap, organized the FSLIC’s first performing loan auction, and met with high ranking executives in the public and private sectors.

Before joining the FSLIC, Dr. Blanchard was an investment banker at Kelling, Northcross, & Nobriga (KNN), the leading public finance consulting firm in California. At KNN, Dr. Blanchard served as the lead associate on more than $150 million of public entity taxable and tax-exempt debt offerings, prepared prospectuses and rating materials, conducted financial analyses, and met with prospective clients.

Dr. Blanchard has published, individually and collaboratively, more than a dozen articles and book chapters on political economy and security issues, with a particular emphasis on the East Asian region. He is a co-editor of Power and the Purse (2000). He is currently conducting research on the effect of globalization on the relationship between countries and companies and China’s economic reforms. Dr. Blanchard received his Ph.D. in Political Science (International Relations and East Asian International Relations) from the University of Pennsylvania. He received a B.A. in Economics from the University of California, Berkeley. His language background includes French and Mandarin.
